Buying property as a foreigner

Foreigners can buy property. In general, foreign nationals can buy urban property in Paraguay. The main special restriction concerns certain rural properties within the border security zone and buyers or companies connected with neighboring countries.

Where the property is located changes the process

Outside the restricted zone

Outside cases subject to special restrictions, a purchase generally involves title review, contract, public deed before a notary and registration with the General Directorate of Public Registries.

Inside the restricted zone

Law 2532 establishes a border security zone. Within it, restrictions apply to the acquisition of rural property by individuals or legal entities from neighboring countries, subject to statutory exceptions and acquired rights.

Typical buying process

  1. 1

    Identification and initial review

Prepare identification documents, powers of attorney where applicable and verify whether the property is classified as urban or rural.

  2. 2

    Title due diligence

Review ownership, liens, court measures, cadastral records, taxes, plans and registry history.

  3. 3

    Check border restrictions

If the property is rural or near a border, confirm whether it falls within the security zone and whether the buyer's nationality or corporate structure triggers restrictions.

  4. 4

    Deed and registration

Formalize the transaction through a public deed, pay applicable taxes and fees and register the transfer.

Urban properties can generally be acquired directly. When a property is rural or near a border, its classification, cadastral location, buyer nationality and any applicable authorization should be verified before signing.

Paraguay does not generally require a real-estate trust for foreign buyers. The legal structure should be determined according to the property and buyer profile.

Requirements depend on the property's location and use. Not every purchase requires a trust. Verify your case with a notary or attorney.
